We had some trouble finding a horse riding outfit that would let our 6 year old son ride on the beach due to insurance coverage.
Also two of the "cowboys" that owned horse riding companies were absolute jerks and I would not have wanted my kids with either of them...
With that said, we found this company that was AWESOME!

The lady that owned it was very helpful with directions and it is a family business.
They were very good to both of our kids.
We would highly recommend them.
At the time we went they could take children at 6 years old and up.
My kids said the other cowboys they rode with from the company were nice and friendly.
The horses were very gentle and they had horses ranging in size.
It made me feel comfortable that my little boy was not on a giant horse, rather he was on a cute black and white pony. My daughter was on a midsize horse and my husband got a full size horse.
The kids were both given helmets and they had helmets available for adults if desired.
While they were gone my 2 year old got to ride a pony around the corral area for a very small reasonable fee. She was led around by the daughter in law of the owner and I got to walk right by her side and hold her on.

The price at the time we went was $70.00 per hour for the beach ride. I found that their prices were less than any of the other companies I called. I have to say that it was worth the price... My kids came back beaming and have talked about it since. They both say it is one of the best things they have done.
